I believe answer to your question is E , since we are talking about ratios not numbers and question does not tell us which one really increased. And do not forget to post the OA with your questions using the spoiler function.

STMT 1:
S / (S + B) increased.
This can happen a number of ways:
S can increase
B can decrease
INSUFF
STMT 2:
S + B increased
S could increase or B could increase
INSUFF
TOGETHER:
S/(S+B) Increased and S+B Increased
If S+B increased the only possible way for S/(S+B) to increase is if the numerator increased.
I go with C
S / (S + B) increased.
