Depending on one's point of view, the proliferation of the television is either a great advance in communication or an unmistakable sign that the decline in high culture begun before the War is still continuing.

(A) decline in high culture begun before the War is still continuing
(B) decline of high culture begun before the War is still continuing
(C) decline of high culture that began before the War is continuing
(D) decline in culture in high places that began before the War is continuing
(E) declining culture in high places that began before the War still continues

this one is confusing. what is high culture??

and please explain your answer.

I believe "high culture" refers to an artistic and well refined type of culture. It definitely does not mean a culture that is high in the air.

Eliminate A &B because of the wrong verb tense. "decline...begun"

If you were unsure of the high culture phrase you should be able to still make the eliminations quickly. Choice E changes the meaning by saying that a declining culture began before the war.

D can be eliminated because "decline in" is not correct. It is a decline of culture, not in culture.

IMO, C. Whats the OA?

IMO : C

You need to show the decline that started before is still continuing.

A B E :"still" and "continue" have the same meaning.
D: "That" refers to places--wrong.

(A) decline in high culture begun before the War is still continuing (tense should be in present)
(B) decline of high culture begun before the War is still continuing (tense should be in present)
(C) decline of high culture that began before the War is continuing (this is correct but that seems unnecessary here)
(D) decline in culture in high places that began before the War is continuing (meaning change)
(E) declining culture in high places that began before the War still continues (meaning change)
