i concur with C...

my explanantion
A - has dangling modifier problem
B - SVA rural migrant worker and they do not agree.....
C- Correct
D- 'they' cannot refer to the object of the previous clause.....
E- 'they' has no clear referant.....

IMO (D). The decision to be made is between choices (A) and (D) only.

A. Hold
B. PR error
C. Awkward construction and actually IMO it is even not a complete sentence.
D. Hold
E. PR error

Between (A) and (D), (D) is idiomatic, hence choose (D).

I will go with D. The problem with A is that it appears to have a modifier "In assessing...." modifying question.
