SC - Comma splice and conjunction

The defendant claimed that the destroyed fence was not his responsibility, it was broken by a windstorm years before he was hired to paint it.

(A) responsibility, it was broken by a windstorm years

(B) responsibility, and was broken by a windstorm years

(C) responsibility, which was broken by a windstorm years

(D) responsibility, for it had been broken by a windstorm years

(E) responsibility, it had been broken by a windstorm years

can nyone tell how to rule out option B ??

The only reason to rule out the option B is that the clauses are connected by conjunction "and" instead of "because" or "for".

Just read out the sentence once more with "and" and then with "for" ---- now use will understand the logic of the sentence

IMO use of AND is not wrong as such in B, but it has 2 problems:

1) use of WAS BROKEN indicates DESTROYING AND BRKING happened at the same time (but this problem we can ignore as we have another phrase "before he was hired" that indicates brking happened before DESTORYING

2) IMO use of COMMA before AND is a MAJOR PROBLEM - when we connect two verbs for a subject, then use of comma is not required
