I really don't know if there is any Grammar rule to this(well I guess, there has to be) but I figured out the correct answer choice idiomatically(A) any city does
(B) does any other city
(C) other cities do
(D) any city
(E) other cities
The correct answer will have any other city because San Antonio is compared to other cities, and to bring the contrast, we need any

So (C) is wrong because it is considering all the other good Mexican Restaurants at once in comparison to San Antonio's GMR whereas it should consider each city at once not by combining them all.
