Q1)Number of ways in which 3 questions can be selected out of 4 in the first section is 4C3 = 4 ways.
Number of ways in which 4 questions can be selected from 5 when 2 questions are compulsory is 3C2 = 3.
Or required number of ways is 3*4 = 12.
For Q2), number of ways of selecting 4 out of five is 5C4 = 5.
Or required number of ways 4*5 = 20.
I do not think the answer can be same.

I think there are few questions compulsory in one section of question 2 too. Why is it compulsory that the two answers should be same, by the way?

As you've written the questions, there is no way the answers could be the same; there are more restrictions in the first question, so there are fewer possibilities.
