thus the ans should be A

Three is plural. The "out of every four" thing is just giving us extra info: I'm not talking about just three people total, but three out of every four people. Pick any four people and, on average, three of them own a bicycle.

The "also" is not a problem - we're saying those who own cars also own something else: a bicycle.

So D does have a subject-verb mismatch. A is right.
