Below is the question. I do not understand why option D is wrong. Please help:

Though initially opposed to the measure, the governor approved the new needle-exchange program at the urging of his own doctor, his chief advisers, and a coalition of some 20 social action groups.

1) at the urging of his own doctor, his chief advisers, and a coalition of some
2) as a consequence of having been urged by his own doctors, his chief advisers, and a coalition of some
3) on account of being urged by his own doctor, chief advisers, and a coalition of
4) as was urged to do so by his own doctor, his chief advisers, and coalition of some
5) as his own doctor was urging him, along with his his chief advisers, and a coalition of

IMO B sounds correct --> governor approved as a consequence of being urged by ....,

D sounds awkward to me. However what's OA and I'm waiting for expert opinions

1) at the urging of his own doctor, his chief advisers, and coalition of some
* it should be "a coalition"

4) as was urged to do so his own doctor, his chief advisers, and coalition of some
*There should be "by" after so. it would be "urged to do so by his own doctor".

5) as his own doctor was urging him, along with his his chief advisers, and a coalition of
* him is ambiguous.

I can't decide between B and C

C seems awkward with "on account of being", not sure if it is the correct idiom. However, B seems very wordy.

I still stick with B, as governor was already urged by so and so...
in C its saying [on account of being] where as the action has already taken place....

whats OA please?

The answer as per Kaplan is (A)and the explanation is as follows:

"Here, all the choices except (A) add unnecessary words. In (B), as a consequence of having been urged doesn't add anything. In (D), as he was urged to do is not so obvious, but still longer than it needs to be. At the urging is the most compact and elegant version."

I can understand why (B), (C) are wrong but am not completely convinced why (D) is wrong.

in choice D: as he was urged to do so - 'so' is redundant

somebody may correct me if i am wrong....
