If I recall correctly EQUAL and EQUIVALENT are not used with countable items so A and E are ruled out.
as great as the number is awkward in D so we are left with B and C
I am not sure if there is any grammatical problem with C , but B is concise so I would go with B

equal is used with uncountable things
such as equal justice
