The argument is that if the tariff is lifted, the processors will suffer. The processors are in the city and the conclusion is urban unemployment will rise. Answer (E) is correct because it gives us a reason why unemployment will increase ----> all of the employed farmers will have to move to the cities, thereby increasing unemployment. (E) Answer.
(D) is actually good for the processors. They will be able to buys cashews cheap and process them at a strong price. If anything, urban employment will go up. Therefore (D) is INCORRECT. Remember, the argument isn't focused on unemployment amongst farmers but amongst processors.
