IMO C looks best...
We need that...so D, E = wrong...
aim at = wrong...since aim at = targetted at......so A, B = wrong....
we need aim to....or intended to....
but shouldn't in C we should have profiting instead of profit in C...

I was almost going for C when I saw "profit"but shouldn't in C we should have profiting instead of profit in C...
This makes C wrong.
IMO-A
1.We need "that" for the essential clause.
2. If "from profiting" is not there, I will go with "to profit by the sale"
Left with A and B
With B
I really don't like the structure of the sentence.b. that aims at the prevention of people convicted by federal crimes to profit

As per my understanding aim at = targetted at
aim to = purpose of.
IMO it is not correct to targetted at in A, B....isn't usage of aim at incorrect here ? Please tell what I am missing here ?
e.g. He aimed at bull's eye.(target)
He aim to become a doctor.(purpose)

2/3 split...
D & E out for using intends, inappropriate use when read congress to include espionage in an existing federal law...intends.
A, B, C left...
A & B out for using by federal crimes. Are federal crimes doing the conviction on people? No.
Choice C
