The new "reality shows" enable television stations to garner high ratings without the costly requirements of writer compensation and utilization of demanding actors by traditional television show formats.

A. requirements of writer compensation and utilization of demanding actors by traditional television show formats
B. requirements by traditional television show formats of utilization of demanding actors and writer compensation
C. requirements for utilization of demanding actors and writer compensation of traditional television show formats
D. utilization of demanding actors and writer compensation that is required by traditional television show formats
E. writer compensation and utilization of demanding actors that are required by traditional television show formats

I went with my ears, looked for meaning and structure.

the costly requirements of X and Y by Z - seems fine.
the costly requirements by Z of X and Y - awkward.
the costly requirements for Y and X of Z - changes the meaning.
the costly Y and X that is required by Z - two things are mentioned and usage of 'is' is wrong here.
the costly X and Y that are required by Z - very clear in meaning.
