we can eliminate E because of using wrong tense ( the tense should be past simple) and D because of " having insisted and contending" and C because of lacking a verb.
for A, the president and his promises are awkward thus B is the answer
however i dont believe that gmat test would give us such long sentence like this one becuase we cant solve this in onlt 1 mins and 15 second... reading it lost 1 mins!

IMO: B

This seems to be the only option having a parallel structure..

who decried ..., insisted ..., and contended ....

B should be the answer.

First, in A President George H. W. Bush and his promise four years earlier to never raise taxes experienced considerable criticism - Now George H.W. Bush did experience criticism but how can a promise do so? Incorrect.

C - Same error as in A. C also suffers from parallelism error.

economic conservatives who
1) decried tax hikes
2) the insistence that low taxes create wealth
and
3) the contention that deregulation promoted innovation.

Total hotch potch here.

D - Parallelism error as in C.

economic conservatives who
1) decried tax hikes
2) having insisted that low taxes created wealth
and
3) contending that deregulation promotes innovation

Jumble of past and present tense.

E - Parallelism error again -

economic conservatives who
1) decried tax hikes
2) insist that low taxes created wealth
and
3) contend that deregulation promoted innovation

Jumble of past and present tense again.

B maintains parallelism by stating all in simple past. -

economic conservatives who
1) decried tax hikes
2) insisted that low taxes created wealth
and
3) contended that deregulation promoted innovation

"Bush experienced considerable criticism from economic conservatives, insisted that low taxes created wealth, and contended that deregulation promoted innovation" is the main clause. All the others are subordinate clauses.

A is awkward due to "and his promise four years earlier to never raise taxes"

C D and F are not parallel with the verbs experience, insist and contend.
