I did not know where to start in this.
Can somebody please clearly explain what this SC is trying to test?

I'll go with option B. What is the OA?
I think this question is mixing 'number' issue, 'meaning' issue and the usage of 'a/an/the'. People will file---> what should come next ---> 'an application-form/a process/a set-up/a method......' B and E fit in this category. Another is the meaning issue: texts fits better.
