CLARIFICATION ON AN EXAMPLE OF Present Perfect Concept

"Matt is to borrow money from his brother, only when he has exhausted his own savings."

"Matt will be borrowing money from his brother, once he has exhausted his own savings."

Are these examples correct for the concept of combining a future action with a present perfect action ?
