Basing and using are the present participles of verbs to base and to use, two very different words.

C is incorrect because it does not have any referent in the sentence. Basing what on?

You would seldom see sentient beings "based on" or inanimate objects "using." I can think of few exceptions; you might see using modifying a computer, for example.
